Newly sworn-in Rubanda District Woman MP Evelyn Ninsiima Kikafunda has pledged to prioritize healthcare, environmental conservation, and community development, with a major focus on advocating for a regional cancer treatment centre in Kigezi to reduce the burden on patients seeking treatment in Kampala.

Evelyn Ninsiima Kikafunda was officially sworn in to Uganda’s 12th Parliament on Friday, marking the beginning of her first parliamentary term after several attempts to secure the Rubanda District Woman MP seat.

Speaking shortly after taking the oath at Parliament in Kampala, Kikafunda said improving healthcare services in the Kigezi sub-region would be among her top priorities, particularly through advocating for the establishment of a regional Cancer Treatment Centre.

“We have many people suffering from cancer in Kigezi, yet patients have to travel to Mulago for treatment. We need a cancer treatment centre in our region to reduce this burden,” Kikafunda said.

She noted that the increasing population in Kigezi has intensified the demand for specialized healthcare services, especially cancer treatment, forcing many families to travel long distances to Mulago National Referral Hospital in Kampala.

Kikafunda pledged to work closely with government agencies, health stakeholders, and development partners to improve healthcare access and strengthen the fight against cancer and other diseases in the region.

Beyond healthcare, the legislator said she intends to support government development programs aligned with President Yoweri Museveni’s agenda while also championing sustainable development and environmental conservation initiatives.

She emphasized the importance of tree planting and public sensitization campaigns aimed at combating environmental degradation and climate change.

“We need to conserve the environment through tree planting and sensitizing our people on the dangers of climate pollution,” Kikafunda stated.

The newly sworn-in MP also thanked the people of Rubanda District for entrusting her with leadership and promised to work with local leaders and government institutions to improve service delivery across the district.

Kikafunda’s election victory was widely viewed as one of the biggest political upsets in Rubanda District during the January 15, 2026 general elections.

She won the Woman MP seat with 48,732 votes, defeating incumbent and former Commissioner of Parliament Prossy Mbabazi Akampurira, who garnered 36,846 votes.

Her victory effectively ended Akampurira’s tenure as Rubanda District Woman Representative after years in office.

Supporters say they expect Kikafunda’s leadership to strengthen healthcare delivery, environmental conservation efforts, and community development programs within the district.

Uganda’s 12th Parliament officially commenced this week following the swearing-in of newly elected legislators ahead of the start of parliamentary business.
